Which welding rods?

Fair enough, sounds like a fun (if a little wacky!) project. Drilling and tapping holes is not so hard, you could kit yourself out with a basic set from Machine Mart for £20 or so for the taps and dies. You do need to drill reasonable quality holes, but if you have a handheld electric drill, you can get a stand for it that will convert it into a basic drill press which should do the job. Another £25 or so. Maybe more than you want to pay, but you would have some new toys to clutter up the garage!

The pulley of the washing machine is made of ordinary mild carbon steel.
Bolts that you can buy in the store are also made from ordinary mild carbon steel or stainless steel.
For welding mild steel, there are no restrictions, you can weld carbon mild steel with stainless mild steel, there are no problems here. The weld will rust in normal conditions but not as quickly as if both parts were made of mild carbon steel. You can use stainless steel wire or carbon steel wire, both are suitable.
The problem with weldability is in steels that can be hardened by heat treatment, there will be problems with welding even if you weld the same materials.
You have to understand that the pulley of the washing machine made to a minimum with the tolerance of H8 and a runout of 0.05mm. After welding, you will not firstly obtain the coaxiality, and secondly, change the geometrical parameters of the shaft. You may have problems with its straightness or concentricity of diameters.
In your case, I think reasonable turning machining it after welding it or even make a new pulley of steel circle
